Remove the fibrous part celery and peel the potatoes.
Cut all to pieces, then put in a pot with milk, water and salt; Bake 40 minutes (20 minutes if you use the pressure cooker).
Pass all the vegetable mill.
In the emptied pot mix the cold flour in a little past, then add the rest of the past and cook stirring for another 5-10 minutes; Sprinkle with grated Parmesan cheese and serve.
